Click Preconditions in the Sequence Properties dialog box or the Step Properties dialog box to launch the Preconditions dialog box.

The Step Group and Step controls indicate the step to which the preconditions apply. When you launch the Preconditions dialog box from the Sequence Properties dialog box, you can use these controls to select any step group and step in the sequence. When you launch the Preconditions dialog box from the Step Properties dialog box or context menu, these controls are not available.

The Preconditions listbox shows the preconditions of the selected step. The label above the listbox includes the name of the step.
