CLI commands "feed-add-pkg" and "feed-remove-pkg" error when a relative path is specified for the feed-dir argument

Passing a relative path, such as "." or ".\", to for the feed-dir argument when calling "nipkg.exe feed-add-pkg" or "nipkg.exe feed-remove-pkg" returns "Error -125060: Invalid feed directory specified" instead of performing the feed operation using the directory that is relative to the current working directory.

Workaround:

Specify an absolute directory for the feed-dir argument.
