Error 7 When Trying to Build Application with ADCS Toolkit VIs in LabVIEW

Attempt to build an application in LabVIEW 2022Q3 and 2023Q1 using the Automotive Diagnostic Command Set Toolkit VIs always fails with error 7

Workaround:

Copy the Automotive Diagnostic Command Set folder from the destination folder of an older version of LabVIEW (e.g. C:\Program Files (x86)\National Instruments\LabVIEW 2019\vi.lib) The build succeeds.
